Elke diplomaat die wordt uitgestuurd naar een ander land, kent waarschijnlijk de tekst van het “Verdrag van Wenen inzake diplomatieke relaties” uit het hoofd, en dan in het bijzonder Artikel 41/1:
Without prejudice to their privileges and immunities, it is the duty of all persons enjoying such privileges and immunities to respect the laws and regulations of the receiving State. They also have a duty not to interfere in the internal affairs of that State.
Lees er nu de volgende paragrafen op na uit de afgelopen vrijdag gepubliceerde Amerikaanse veiligheidsstrategie:
American diplomacy should continue to stand up for genuine democracy, freedom of expression, and unapologetic celebrations of European nations’ individual character and history. America encourages its political allies in Europe to promote this revival of spirit, and the growing influence of patriotic European parties indeed gives cause for great optimism.
Our goal should be to help Europe correct its current trajectory. We will need a strong Europe to help us successfully compete, and to work in concert with us to prevent any adversary from dominating Europe.
Is dit de taal van een bondgenoot? Ik kan alleen maar hopen dat de Europese veiligheidsdiensten vanaf nu met dezelfde ernst de Amerikaanse diplomaten gaan opvolgen als de Russische en de Chinese, want ook zij hebben een bepaalde politieke constellatie voor ogen, die niet noodzakelijk in ons belang is. We moeten erover waken dat ze zich niet met onze interne aangelegenheden bemoeien en indien nodig krachtig optreden. Het Verdrag van Wenen reikt daartoe de gepaste instrumenten aan!
